EchoAPI Draft RFC Rev 02

The next revision of the draft EchoAPI RFC is now available:

Changes from the last version:

1. Entries are no longer returned from POSTs, instead they are retrieved via GET.
2. Cleaned up figure titles, as they are rendered poorly in HTML.
3. All content-types have been changed to application/not-echo+xml.
